OVERVIEW: The primary objective of this research is to provide an updated, comprehensive list of crash reduction factors for ODOT engineers. This will improve the chances of selecting the best safety improvement countermeasure and enhancing project development for the funding provided. A secondary objective is to document key aspects of the CRFs so engineers will be better informed when selecting the appropriate countermeasures. Accurate crash reduction factors (CRF) are critical to selecting the most cost-effective countermeasure for highway safety improvement projects. The CRF list is the primary resource used by engineers for safety project development and evaluation. Since the original development of Oregon DOT’s CRF list, there has been significant methodological improvements to evaluate the effectiveness of engineering countermeasures which has produced a wealth of new published research. There is a clear need to validate ODOT’s crash reduction factors using this work and incorporate new countermeasures into the list. If the CRF list is not updated, the most cost-effective safety solutions may be overlooked.
